It is both. A desktop computer consists of a Tower, keyboard, mouse, and Monitor as separate components. This is the tower and it is a mid sized tower. It comes with the keyboard and mouse, so unless you have one, you would also need to purchase a monitor. This is a very good tower with high power and fast components. As an IT Specialist, I highly recommend this for most tasks.

Unless you have a pretty good space on the top of the desk it may be a bit large for that application. This is a fantastic unit and I highly recommend it for a permanent location.
