• I would check the WiFi connection or try resetting it. Or set the network to auto join. If your laptop is trying to do system updates it can delay boot up.

• It is likely that the computer is downloading all the updates for Windows 10. Eventually it will catch up and should not take so long booting. If you believe the issue you are having is unusual I recommend contacting the Geek Squad or HP support for help.
