• Yes you can, just create a group and you can control the group.

• Yes, these lights can be turned on and dimmed at the same time by grouping them in the app. They bulbs can also be controlled independently if you so choose. I purchased a set of four and and created couple of different groups so that I could easily change to suitable lighting in the room. See photo.
