• It tilts and extends in many different directions. It will work for what you want it for. I feel it works best with a 24 or 27 inch TV. A 32 inch makes me a tad nervous depending on the weight.

• Not much. Less than a rearview mirror in a car. It worked fine fir what I needed but spend the money on a better arm if a high degree of tilt is needed.
