Yes. The Steelbook is the exact same, just with the nice collectible case.

The only difference is the plastic case (standard) or the steelbook case. The steelbook case was a pre-order bonus and replaces the plastic case.

Yes the casing is the only difference. If you purchase the steel book game cartridge is in the steel book, no plastic casing with the steel book edition.

Yes, the steelbook comes with a slipcover to put over it as well, but besides that that's really it.
