Running two hue hubs is a serious pain in the neck. Id recommend using a single hub and ensuring that you have sufficient wifi coverage to reach all of your bulbs in lieu of running two hubs.

If one is an older bridge, then most likely you are having issues connecting older bulbs to a newer bridge. If that’s the case, please check this link out and scroll to alternative method.
