• No, you need the Hue Hub to use these and other hue lights. Best Buy has ( had? ) a sale where they packaged these lights, two or three color bulbs and the Hub for a decent price. Hue is coming out with a new generation of lights that are BT ready, so the Hub will no longer be needed, but not sure when.

• Yes, you technically can. However, you will be missing most of the important features (like the ability to control the lights from your smartphone using the Hue app), so it's generally not recommended.
