Yes, BUT this cannot be done through the Philips Hue app. There are several third party apps, some of which are recommended in the Philips Hue app, that can operate the lights changing color automatically on a schedule.

If you allow the app to ping your location in background it can also do things like turn on/off when you get/leave home. More complex routines are also available via the IFTTT app, for the adventurous user.
