Now I say this because I had my Hue bridge setup before I setup my Smart Things hub, but it seemed as if the Smart Things hub located the Hue bridge and then all of the lights. So I believe you will need to have the Hue starter kit to get going. I haven't tried the lights without the bridge though so I wouldn't argue with someone if they've had success without it.
