I think the issue is that some meet the standard, some do not. I’m sure that the Philip Hue bulbs do meet those standards as they are of high quality. The issue with California Law is that you must prove you meet those standards. I know that they were available to be shipped to California with no issues until VERY recently. And many people are aggravated over it. I am not 100% sure, but I BELIEVE Philips Has made a new bulb or new “packages” with a different bulb number on them that can or will be legal to ship to CA but it is very hard to find any really clear answer on the internet.
