• The smart bulb won't override the motion sensor's toggle, but yes they can be used.

• Yes, you could buy and use Phillips motion sensor which is all control through the Phillips app. However if you begin to use third party services like IFTTT or Stringify you may want to use the smart things hub and motion sensors which will allow you great freedom.
