• Yes. The hub is what controls everything, the app is basically just a remote. The bulbs won't do you any good without the hub.

• The Hub would still need to be purchased and installed to your home network wireless. Connect with your router. Download the app on a smartphone. Once the Hub is connected to a smartphone, your products should work.
