• All the hue products including this need the hub then can be controlled by the phone app.

• Yes you will need a Hue hub to operate this particular light. Phillips Hue has a new line of smart bulbs now that does not require a hub and can be controlled through an app on your phone. Right now they are exclusive to Home Depot but imagine if they do well, will be available through Best Buy at the very least.
