Can I dim non-hue lights with these? null

No, it’s an on off switch only.

This plug is a binary on/off, it does not do any sort of gradation between the two states. The devices connected to it do not need to be Hue but it only acts an an on/off switch for whatever it plugged into it.

No these are non-Dimming they’ll only turn the light on and off
