• Yes you ate able to turn the lights on and off with the Hue app while you're on the same Wi-Fi network. The reason it shows unreachable is most likely you're not on the same Wi-Fi network as your phone. Key is to be on the same Wi-Fi as go your Hue Lights for the app to work.
