No it is not a true water pick. It is called a flosser as that is the closer action and result experienced. It delivers short controlled bursts (1-3 but can repeat) of water between the teeth to remove particles. It is not a high powered steady stream. I am not much of a flosser and it does the job comfortably and gently.
Waterpik is actually a brand name. However, I think you’re asking if it uses water instead of just air. There is a resivoir that can be filled with water or mouthwash if you so choose. You can choose the settings to shoot 1,2 or 3 burts of whatever fliud (or air) you use. You use it in-between the teeth at the gumline, just like a waterpik, and the tiny nozzle head works well to keep it in place as you move along from tooth to tooth. A friend of mine (who happens to be a dentist) recommended it to me and I LOVE IT!
It is not like a WaterPik in that it uses both air and water to clean the teeth. You will feel bursts of air along with the water -- at least, that was my experience.
