It's rated to work 110-230 v so yes.

Yes, the charger can be used with 220V, but, as usual, you will need a travel adapter so that the USA plug will fit the electrical sockets of the countries you will visit.

I know but for the price that I paid I was just plug & play I wasn't even thinking about the voltage isn't there a smart chip in those things where it just stops from overcharging the toothbrush itself I believe or I could be wrong
