According to the Instruction Manual (pp 58-59), the way shown is to connect the Surround Back channel outputs (PRE OUT) to an external amplifier, which is then connected to the Surround Back Right and Surround Back Left speakers. The regular Surround Back speaker outputs are then connected to the HR2 and HL2 (High Right 2 and High Left 2) speakers. The Zone 2 speaker outputs are dedicated outputs, only intended for Zone 2 speakers (apparently). The room diagrams on page 29 and 30 show several various alternatives for the 7.1.4 speaker configuration. Basically, you can use up to two pair of high speakers in various combinations. These are referred to as "Top" (installed in the ceiling), High (speakers at or below the ceiling), or Dolby Enabled Speakers (speakers that are aimed upward - typically placed on top of either the Front, Surround, or Surround Back speakers. In any case, if you want 11 speakers connected in a single room, then the Surrounds are to be connected via an external amp.
