There is a slight color cast, but nothing that can't be compensated for during shooting within the camera settings or in post. It's slight enough and the workaround is easy enough that I wouldn't hesitate to recommend it, especially at this price point.

The filter rotates and as it does, it changes from dark to light

No intentional color cast. It's neutral. The only thing I've noticed is if you are using this on a wide angle lens, the extreme graduation levels don't evenly cover the entire frame, leaving the sides a big lighter than the middle. But I haven't noticed any color shifts.
