No, it's not rubber on top. There's a thin sliver metal or tin like on the top of the charger, which fits my phone USB cord perfect.

By On top do you mean the face of the charger? No it’s not rubber, it’s just hard plastic. But most definitely worth buying!

It feels like a hard plastic shell over the metal plug. It cant be bent. The cable can easily bend like a rope.
