Yes you will be able to see the difference if you have a 4K TV.

It does a good job of answering your question about FIFA. If you search for "ps4 pro hdr" you can get many lists of games that say whether or not they are 4k and/or HDR. Both of the games you mention are 4k capable and 2k17 is HDR capable. As for seeing the difference yourself, it's really hard to say. It's kind of subjective and hard to really gauge unless you are looking at a side by side comparison. The subjective part comes from really knowing a particular screen and its level of detail vs. the PS4 Pro. There are plenty of sites that take screen shots of the same scene and show you side by side.
