THe OpticBook 3800L scanner should work for your application. This scanner uses a CCD sensor that has a depth of field that should accommodate the card thickness you describe. Most likely, the other scanners you have tried use a technology called CIS. With a CIS scanner, the item being scanned needs to be in contact with the glass or else it's out of focus.
