Just copy or move whatever files you need to onto the flash drive and install Windows 11 and once it's setup plug in your flash drive and copy everything over. Or you can use the Windows Installation Assistant and just go from there as it should help you migrate to Windows 11 with alll your files and data from Windows 10 with relative ease.
