The 1030 is slower than your 580, but if that is not an issue then the 1030 pulls a lot less power and is smaller in size, so I'm not entirely sure what you mean by headroom. A 1050 would be better than your card for not much more money and would still be smaller and more power efficient, 30W for the 1030, 75W for the 1050, and 288W for the 580.
