“How is this card different from the other GTX 1060 3GB that Best Buy sells that's $40 less? I see that this one has a base clock speed of 1582 Mhz, vs 1506 Mhz of the other one, or 5% faster. Is that because of a different CPU or just overclocking?”

Partially the overclocking... it surely guys up to about 1900. Graphics cards are about a lot more than just the chip or it's speed. Check benchmarks if different brands to decide if it's worth it for you
