Is this one coming with the promo card box topper null

It may not come with the promo card (stamped IR Bulbasaur) because it does have a different barcode (UPC) than the boxes sold by Pokemon Center and GameStop (both of which have the promo card). Take it with a grain of salt, but the UPC of this item is different than the UPC of the boxes that for sure have the promo card.

You have to spend 15 bucks it says
