It does not include a stamped promo card, as those are only available in the Pokemon Center Elite Trainer Boxes, but there is a non stamped promo card in this Elite Trainer Box

Yes, it comes with a stamped promo holo magneton card

Yes it comes with the new, pretty cool looking Magnaton. It’s actually going to be used in some competitive decklists as well.
