• I believe so it does have a usb cord that u connect to either the Tv or pc the remote does not work without the cord.

• Yes it works on PC and STEAM. Good option for the price if you don't mind the lack of sensors. ( there may be some games that don't support it on STEAM. In my case i haven't have any problems) It features Audio Jack too.
