It appears you need an internet connection to install the game and get started, but you don’t need Live to play 2 player split screen locally.

My kids play if offline (two at a time) while we know their friends play it online against others.

To play against other people online with you need internet. I’m not sure for solo play.

No You don’t need internet to play the game. It is just like Minecraft game.
