• Since these are stereo (2ch) you'll use the same output as headphones. You'll find a set of outputs on the back of the PC. Connect to the port referred to as Front. I think it's usually the light green port.

• These are passive speakers. For a PC you'll need a DAC, for a stereo or home theater you'll need a receiver. I think you probably mean to look for active speakers which already has the head or DAC built in.
