“Is it meant to be powered on when not in use (takes long time to boot)? Or does it need to be turned off (turn the power switch off) ? My previous treadmill was turned off when not in use as it was sensitive to power surges even with a regulator.”

Yes, you should always turn it off and unplug the unit when not in use.
