“Can I still use the 2023 version if I don't want to renew next year? or will the software stop working once the yearly subscription expires?”

• I've been using Quicken for years and was mad when they moved to strictly a subscription base as I would buy the new copy roughly every 3 years. After the yearly subscription runs out you can keep using the software though you will not get any updates. It will also stop downloading transactions from your bank or investment portfolios.
