No, the Rachio 3 is not waterproof. You need to purchase a Rachio outdoor enclosure, an elecrical cord specifically for outdoor, and wire clips/cable clamps. All of this will cost an extra $40-$$45. With the right tools, you can install in 30 mins or so. There is an instructional video from Rachio that shows you how to install.
