• If you are speaking of the pre-order bonus Steelbook, then yes - as mine just shipped. However, these steelbooks will be available to buy separately on day one as well.

• Originally, it did not, for whatever reason. However, I got an email saying that they were going to send me the steelbook with my order, because the deluxe version was supposed to ship with it. So, I got the steelbook a few days later after I got the game. So, to answer your question, yes it does!!! If you are still looking for the DX version, either search on BB or some other site if Best Buy doesn't have it. I do believe it's chosen at random.
