• No, you do not need WIFI for it to record. you only need to connect to WIFI whenever you need to download a file from your SD card

• No it is not required to record. The camera syncs with your phone and allows you to review footage. Although, I have found that to be a bit tenuous, so I take the card out and watch footage on the computer
