“Does this camera have to be running an app to record? Or does it record directly to the camera (memory card) the camera I have now needs to be running an app, it then interferes with apple car play. Can this just record the drive free of wifi or app?”

No, it does not need the app to record and all recordings are stored locally onto the SD card. you do not need WIFI for everyday use of this camera.
