The camera has it's own wifi to connect to your cell phone so that you can see the videos or what the camera is recording or to reformat the SD card through your phone or to download the videos to your phone. The phone has to be close to the camera. (Download the free Rexing app) So no you don't need a wifi plan. The camera kit also includes a cord to plug the camera into your laptop to download videos to your laptop. Additionally you can pull the cameras Micro SD card out and plug it into your computer to watch and store videos. (So three ways to watch and store videos)
