Can you mount it in a window sill to view outside null

While you could mount it in a Window Sill to view out the window, I don't think you will like the low light results. During the day it will work no problem, low light or at night, you will get reflections from the interior lighting of your home and the glass. I have on of my indoor setup that way right now. I have attached a couple of photos you can see its pretty useless at night.

Yes as long as you keep it from getting wet it will be you anything that you pointed at. Even out the window
