No, the subscription is for recordings. It's worth the 30 a year.

The Ring Protect Plan is an optional subscription plan that unlocks additional features for your Stick Up Cam, such as access to video recording. You can still use the Stick Up Cam without a Ring Protect Plan to receive motion notifications and use the Live View.
