Yes, using a HDMI splitter will feed the same program to both TV’s. A HDMI switch is used when a TV or receiver doesn’t have enough HDMI inputs. It allows you to select one source from several (cable box, Blu-ray player, Roku, etc) and view it on one TV. The only way to view different programs on a second TV is to run coax and add a second cable box. If you don’t want to watch cable programming you could forget the coax and cable box and connect the second TV to a Blu-ray player, Roku, Chromecast, etc.
