“Will this device split a signal from Apple TV 4K between ny Denon 3313CI receiver and a J Tech WEX 5D transmitter. I have an older Rocketfish splitter that works fine with Cox TV but it will not work with input from the Apple TV4k”

It should work, please set the Apple TV output to "auto", then plug in the cable and try again.
