Yes Brian. It will work just fine. Run from the Best Buy device output splitter to your receiver ARC then to set (Using hdmi wires). Your cable dvr box output is the input to the Best Buy device splitter. Whatever hdmi input you select on your tv (from the receiver) is the one that will include your receivers surround sound. This leaves you with an additional output from the Best Buy device splitter, I recommend running this directly to your TVs extra hdmi input so (If you want) you can watch your cable dvr box without using the stereo receiver and instead using just the speakers on your tv.
