HDMI splitters render all output signals to the lowest resolution of the connected. In this case, your 4k TV will receive a lesser signal quality, equal to the needs of your other TV.

Sorry, there was a problem. Please try again later.I haven't tried it, but logic would dictate that each TV would upscale the image quality independently (as DVD is far lower image quality than 4K). I suspect that you'd have no issues, provided you're not running crazy-long cables. You should have no issues, but as I said earlier- I have not experienced this personally.
