It covers both outlets. It’s designed to be plugged into the top outlet and there is a stem that sticks into the ground of the bottom outlet to make it more secure and stable.

We have 3 prong plugs, it covers the round plug and would not fit a regular 2 prong plug either because it is really tight. It does not work in my situation.
