• It covers both outlets. It’s designed to be plugged into the top outlet and there is a stem that sticks into the ground of the bottom outlet to make it more secure and stable.

• You wouldn't be able to use the other socket since a plastic plug goes in the lower one for weight support and safe use, plus you have 4 oon this item i wouldn't recomend more on a 15A outlet

• DBDB, I just checked my device and it is plugged in the top slot which covers both outlets. I unplugged it and put it in the bottom slot. We have 3 prong plugs, it covers the round plug and would not fit a regular 2 prong plug either because it is really tight. It does not work in my situation.

• It has 4 outlets and 2 usb outlets. You have to plug it in the top outlet because it has plastic plugs that ground the bottom outlet. Plenty of space and the outlets are on the side so it looks very neat.
