All power line adapters would be subject to the same issues/concerns. HDMI data is intensive so it can be worse. Plugging in directly is the right thing to do but if the outlets are on different phases across panels and/or sub-panels you can/will have problems.

If the upstairs breaker panel is physically upstairs in a utility room, there may be room in a shaft to run RG6 coaxial cable up there and put the cable box and the Rocketfish sender in the upstairs utility room.
