• Yes! As long as the game is included with xbox's play anywhere program, you can do this. If you have gamepass, you can even stream the games you want through cloud. Or you can play all the games released on gamepass, as long as it is controller compatible.

• There is some carryover, not to mention if you have game pass ultimate, you can play cloud versions which are actually quite good one Xbox cloud gaming, shockingly good. The majority of stuff that doesn't have a PC port won't carry over, but a lot of it does. I'd suggest looking at what games you own are on game pass and that's where you'll get most of your answers.
