You need wifi to install and run the games for the first time, on steam there's no issue out the bat afterwards, but xbox requires you to make it your "home pc" for offline permission, which you can change about 3 times a year if you have another pc. Gamepass won't work if you're not connected to wifi or most multiplayer games.
