• You can play offline as long as the game/launcher you are using supports offline play.

• Offline play is an option but the games already need to be downloaded locally and you might lose save progress if you’re not connected to wifi or hotspot

• Yes. It's a full windows device, so it's just like if your laptop or desktop loses internet. Fully functional though some programs may require internet to open (like Adobe if you hadn't already opened it, but this is the case with any device). As for steam, it will just launch in offline mode if you have no internet.
