Yes. The app is called Sling and has, among other shows like Food Network and HGTV, including Lifetime. Be prepared to pay 20 bucks a month for this service.

Yes, the Lifetime App is available on the Roku 3. I had to sign in with my Charter TV provider login, though, so if you don't have a cable tv provider you may not be able to access some or all of the shows.
