you can't block ratings within Roku. What you would need to do is block it within the services, like Netflix, Amazon, etc. You can also require a PIN to install new channels so that non-child friendly channels cannot be installed.

I don't know if you can on the entire device. Your best bet is to do it through the apps themselves, ie: if you have Amazon, log on to your Prime account ON YOUR PC and set up your ratings via the settings, the same with Netflix and so on.
The ROKU device itself operates primarily as a third party device, as an access portal to your services.

Not that I've seen however several of the apps like Netflix allow the user to have multiple profiles that you select the age group for and it suggest age appropriate content.
